3000MHz Corsair Vengeance RAM Frequency Running at Half-Speed

So my computer specs are:

- AMD Ryzen 7 2700x CPU
- ASUS ROG Strix B450F Motherboard
- 16gb Corsair Vengeance LPX DDR4 RAM @3000MHz
- EVGA GeForce GTX 1050 ti ssc GPU
- EVGA 500w 80+ Bronze PSU

So my problem here is in the BiOS I have the RAM frequency to 3000 MHz and it says that 3000 is the target frequency. But I load up CPUID ROG CPU - Z and it shows it running at 1496 MHz.

So, do I have to overclock? I have never done that before. This is a brand new build and is my first good gaming rig.

That's how DDR (double-data rate) works. The on/off cycle is 1500MHz (1496MHz). But the Double Data Rate is 3000MHz because data is transferred on both the on and off portion of the cycle. SO, you will see some software measure the physical speed on/off of 1500MHz and others will measure the data transfer speed of 3000MHz.
