Question 3070 Ti has 30% lower score after upgrading Mobo and CPU ?

Hi all,
yesterday I changed my MoBo and CPU to Asrock Z690 Extreme and an i9-12900K.
The problem is that I get a 30% lower score on Port royal and lower power consumption . Before I got 9127 and after the upgrade - 6000
The GPU won't go over 65% TDP. The BUS interface is PCIe x16 4.0, not an x8 or something else I have reinstalled drivers, even with older ones using DDU, removed the custom cables, and restarted BIOS using CMOS jumper. There is no difference.
I use 2 different cables from the PSU to the GPU.
Fresh Windows 10 install.

Before the upgrade, everything was working just fine with my 9700K and z390 Extreme4.
Full system specs are:

Asrock Z690 Extreme
i9 -12900K (stock)
4x 8GB DDR4 Corsair 3200MHz (with XMP on)
2x nvme and 1 SATA SSD
Cooling - Custom loop (the cooling is no issue at all. 2x360 rads and 1x240. with D5 pump at 3000rpm)
PSU - Corsair RM 1000
The GPU was undervolted - removed that - It's stock now using MSI Afterburner.

OK, the problem is solved maybe. Set my PCIe to 3.0 and almost get to my last score.
Im using riser cable so maybe this is the part of the problem. Next week will put the gpu directly to the slot, but I don't have time today.
