[SOLVED] 3080 FPS Performance Issue

I hope this correct place for this. I'm not new to PC gaming but I am a noob when it comes to optimization and boosting performance in hardware. But On COD Warzone I am only averaging anywhere from 105-125 FPS on 1440p with settings on low. I have watched videos of people getting over 150(more closer to 190-200) with same PC specs other than ram speed. I also game with a buddy with same GPU but different CPU(he has Ryzen 5 5600) and the only other difference is RAM speed(his 4000 vs my 3000). He is averaging over 150 easily. He tells me its RAM speed but I am not sure. Any help would be appreciated. Also would overclocking anything help? If so what is safest way to accomplish this and again this is the part I am not knowledgeable in and don't really know how. All CPU and GPU drivers up to date. Thanks.

RAM: Oloy 16GB 3000 (CAS Latency 16)

Monitor: Samsung CHG70 144hz 1ms

Motherboard: Gigabyte z390UD

Your ram is a huge part of your problem but whats your psu and are you using multiple pcie psu cables or one daisy chained to the gpu
 
I have a 750w Power Supply. I have heard Intel is not a fussy about RAM compared to AMD. Here is how my GPU is connected: View: https://imgur.com/a/DknAeiE
So the gpu is getting it's recommended power income, from the cables since it's not daisy chained the question at this point then would be is the psu providing stable enough power through the cables for the psu to be able to keep up. Try monitoring your volts and wats post a screen shot here after loke a hr or so of gaming or bench marking in 1440 high settings
 
Is your RAM 1 stick, or two?, is dual channel enable?, I dont believe the speed alone will cause soo much trouble in the FPS department.

Also 750 watts PSU is right on the edge of the ideal, whats the PSU make and model?, cause not all PSU are the same.

When was the last time you did backup and a clean fresh install of Windows 10 and etc?

Did you check GPU and CPU temps while playing ( I use msi afterburner OSD, or hwfino64 portable -sensors only )?

Do you have Kaspersky or another protection? Something is running in your background at very high cpu usage, i believe that is your issue.

If so, set the game to high priority and the malware protector to low priority. Also try closing some programmes via task manager, that are running in background.

Fyi, your ram is not the issue here... i have an i5-7600/rtx3070 with ddr4 2400mhz and i get 130fps @ 1440p high settings. The setup or bios for the ram could be the issue though... just not the speed

make sure xmp is enabled in bios and your sticks are setup correctly and in the correct slots. Your benchmark is showing an issue with your ram

Your issue would indicate xmp isn’t enabled, but even still... 2666mhz should get you far higher fps, than what you’re getting.

reseat the ram, close all background and run another bench and see if it changes

Here is what Task Manager is showing. Also in the other picture is BIOS updates, according to CPU-Z I'm running the F9 firmware and unsure how to update to F10 as I don't want to screw up my PC: View: https://imgur.com/a/xYBIRCs

Here is a new UserBenchMark. This is first time in RAM section the is doesn't say make sure XMP is enabled. I haven't changed anything but maybe closed a couple programs like Norton, and Xbox Game Bar.

CPU: Intel Core i9-9900K - 99.6%
GPU: Nvidia RTX 3080 - 218.3%

I uninstalled Norton as it was free trial from purchase(only few days left anyway) and reseatted RAm. Here is new results:

UserBenchmarks: Game 216%, Desk 102%, Work 217%
CPU: Intel Core i9-9900K - 101.9%
GPU: Nvidia RTX 3080 - 218.6%
SSD: Intel SSDPEKNW010T9 1TB - 239.5%
RAM: Unknown CL16-18-18 D4-3000 2x8GB - 77.1%
MBD: Gigabyte Z390 UD
