GPU: EVGA 3080 FTW3 ULTRA
RAM: 32 GB 3200mhz CL16
PSU 850W SEASONIC GOLD
x570 AORUS ELITE WIFI

I was fortunate enough to obtain the above listed GPU at Microcenter. It seems to be underperforming in the games I play with it. In COD I am getting 100-160 with occasional dips below 100 on High settings. My 970 could get 80-100... In Valorant on High setting frames bouncing around 200-300. Do these frames seem normal to you? I have heard of some issues with 3080 performing poorly due to settings. Any ideas on what could be the issue or how to optimize my performance?

Solution
Dual 1080p. CPU sits around 45 degrees. GPU 54 degrees.
CPU usage at 60-80% GPU at 10-20% usually less than 10%. Haven't updated my BIOS recently.
Would that be the first step looking at BIOS update?

The RTX 3080 requires powerful supporting components to get the most out of it at lower resolutions. Your CPU usage between 60-80% is setting off alarm bells in my head: last-gen Ryzen CPUs don't have the best latency characteristics or the best multi-core boost clocks which hold them back when trying to hit higher frame rates. This is why Intel still had a gaming advantage over AMD until recently with the launch of the Ryzen 5000 series.

Since you already have a X570 motherboard, a Ryzen 5800x should probably drop right in once...

Since you already have a X570 motherboard, a Ryzen 5800x should probably drop right in once you've updated your BIOS. The 5000 series has much better IPC, higher boost clocks, and reduced latency compared to your current CPU. This should help smooth things out.
