I am building a new system based on the Intel 10700k chip, Z490 ASUS E-Gaming mb, 32 gigs 3200 cas 14 ram and need to decide on the GPU which will be an Nvidia 3000 series. I am not planning on initially doing any overclocking with the exception of xmp on the ram.

I am between the 3080 which for obvious cost reasons would prefer but I know securing one on initial launch will be luck of the draw.
I am also considering the 3090 as although I do not have prior experience owning a VR set up I do understand that the higher resolution units can be very demanding with a games settings turned up pretty high.
I think possibly because of pricing the 3090 may be easier to obtain on initial launch as well.

I am leaning towards something like the new upcoming G2 VR headset and will mainly play racing sims and combat flight sims with the VR.
Do you think the 3080 is stout enough or do I need to buy once and cry once with the 3090?
Thanks in advance for your opinions.

Yes. The GTX 3080 is good enough for vr as it has 2 extra gb of ram and alot more cuda cores. But if you want a cheaper option than 3070 is pretty good too.
Here is a better explanation on which 3000 series should you choose https://arvrtips.com/nvidia-rtx-3070-vs-3080-vs-3090/
Not interested in the 3070, with the lower tiered chip and only 8g of the slower non x vram and only $200 cheaper than the 3080 it seems by far the 3080 is the better buy.
