Question 32 Bit apps using Alot of CPU

Hello everyone,
I've been facing an issue regarding abnormal cpu usage when using specific apps (32 bit apps only)
Whenever I'm launching them,my cpu usage increases to almost 100%
For example,i launched pubg through steam,and even before the game is even started ,some abnormal apps or services are using alot of cpu causing usage to 100% when gaming which results severe stutters and lags.
I think I've explained clear enough..
Any help would be appreciated.

Gtx 1050 2gb
8GB DDR3 1333mhz
160+160+500GB HDDs
Apps:
Steam client service.exe(32 bit)
Steam.exe(32 bit)
Steam Client Bootsrapper.exe(32 bit)
Utorrent.exe(32 bit)
Nvidiawebhelper.exe(32 bit)
And some other 32 bit apps.

onces the game is started..Usage goes 100% all the time.
