32-bit file messing with connectivity

The selected file in task manager is preventing connections to game servers(Uplay mostly).
I can end that process temporarily and connect to Uplay but it restarts on its own and again messes with my connection.
I've even deleted the folder of the program in "Program Files" as shown in the image below but it just magically reappears after some time.

Any solution to this?

PS: I found out that this specific file was messing it up in a YouTube tutorial for the Uplay error "A Ubisoft service is currently unavailable". And turns out the name of the file is different for other people but the file is 32 bit for everybody and all the names are random uppercase and lowercase letters.

Multiple full system scans with different Anti-Virus programs. The problem is still persistent.

The second time, yes. Still no use. Everytime I wanna play a game online, I have to end the process with Task Manager, delete the folder from Program Files, then I can connect to game servers, but the file pops up a while after anyway.
