32 GB DDR Ram Installed (15.9 usable)

I am having issues with my installed ram. I have 32 gb(8gbX4) installed. For a year or so the computer read 32 gb of ram. Many reloads of WIndows 8.1/Upgrade to Windows 10 + a new Liquid cooler (Corsair) it now reads as only 15.9 GB of "usable ram" tested slots on the motherboard(Asus Sabertooth 990fx) and it only reads the ram in the first two slots (reading left to right). Is the motherboard itself now working correctly or is it some other setting issue. Thanks for any help.
