hello,
i have been wondering which ram would perform better with ryzen 5 3600

3200 cl18
3200 cl16
3000 cl16
3000 cl14

considering both normal & overclocking situations

Well in effect, you could probably eliminate it to 2 already:

3200 cl18
3200 cl16
3000 cl16
3000 cl14

No point in going for those 2 when the CAS Latency of the others are lower for the same speed.
Ryzen feeds on faster RAM, so I'd opt for the 3200 CL16 over the 3000.
In many applications, there won't be a world of difference, but in some you'll probably find Minimum /AVG FPS improved.

however i was also wondering how much would latency affect the speed of the ram?
in terms of speed ranking what would be their rank?

would 3200 cl18 be slower than 3000 cl16?

The latency does affect the performance, but not as much as out right speed does.

And that's likely dependant on the application. In gaming, you'll probably find hardly any difference.

Asides, there are some who are struggling to get 3600 to run stable anyway.
