32GB Ram only 15.9GB useable

I installed a cpu, psu, heat sink and when I booted up it recognized but doesn’t use all my ram.
I tried testing each slot with one stick and all worked. I added one stick at a time and it wouldn’t go past 15.9 I even updated bios. Nothing.
I’m using ASUS m52bc-m32bc
Amd Fx-8370
Windows 10 x64

A note. It worked fine before the install

First off check (or download) your motherboard manual and read its sections on memory configurations.

Yours might not allow you to mix memory of different sizes without automatically disabling the lower capacity sticks.
