Yeah it is. I
Is it this one?

If so, not a good quality unit from EVGA. How long have you had it?
Personally I'd upgrade the GPU to a good quality unit to prevent risk of instability to your other components.
It will probably be fine for the time being, but personally I'd want to upgrade to good quality.

That is it, i dont have the bloody money for a new one though. Any suggestions for a 850w?

A good quality 750W would be more than enough for the 2070 Super, and cheaper than most 850W, so I have recommended 750W below, remember people get shocked by prices, but I promise you the PSU should be the last thing to go cheap on! Otherwise you can regret it, and if you spread out the cost of there for their warranty period, they are actually 10 times better value than cheap ones.

So I will only ever recommend good quality units that will last you a good time:

Power Supply: Corsair - RMx (2018) 750 W 80+ Gold Certified Fully Modular ATX Power Supply ($99.99 @ Amazon)
Total: $99.99
10 year warranty

Power Supply:
SeaSonic - FOCUS Plus Gold 750 W 80+ Gold Certified Fully Modular ATX Power Supply ($108.89 @ OutletPC)
Total: $108.89
Prices include shipping, taxes, and discounts when available
10 year warranty

Power Supply:
EVGA - SuperNOVA G3 750 W 80+ Gold Certified Fully Modular ATX Power Supply ($113.89 @ OutletPC)
Total: $113.89
7 year warranty

Power Supply:
Corsair - TXM Gold 750 W 80+ Gold Certified Semi-modular ATX Power Supply ($104.99 @ Amazon)
Total: $104.99
7 year warranty

Power Supply:
BitFenix - Whisper M 750 W 80+ Gold Certified Fully Modular ATX Power Supply ($99.98 @ SuperBiiz)
Total: $99.98
7 year warranty
The prices may be out of date as this was done a little while ago. More budget friendly but lower quality one still worth recommended would be this:

Power Supply: Corsair - CX (2017) 750 W 80+ Bronze Certified ATX Power Supply

Just change top right settings to your local currency.

Not to scold you, but if you don't have money for a decent PSU, you don't have money for a 2070 Super. Get your priorities straight.

That said, as @PC Tailor says, you don't need an 850W. Either a very good 650W (like a Corsair, Seasonic or EVGA 80 PLUS Gold rated unit) or an average 750W (like the CX650 he suggests) would be adequate.

I am on a budget, that means a closed amount of money. I can afford a 3700x and a 2070 super, i do need to buy other things aswell, and was just wondering if a cheaper psu would be stil decent.

If you're only gaming, you could save some money by getting a Ryzen 5 3600, in benchmarks it performs nearly identically to the Ryzen 7 and 9 chips, and costs $199, then if you bought a B450 motherboard you may even have enough money to upgrade to a 2080 Super. This list below would be my recommendation, for a single GPU, you don't need a 750W PSU.

PCPartPicker Part List

CPU: AMD Ryzen 5 3600 3.6 GHz 6-Core Processor ($199.00 @ B&H)
Motherboard: MSI B450 TOMAHAWK ATX AM4 Motherboard ($134.89 @ OutletPC)
Video Card: EVGA GeForce RTX 2080 SUPER 8 GB BLACK GAMING Video Card ($723.98 @ Newegg)
Power Supply: EVGA 650 W 80+ Gold Certified Semi-modular ATX Power Supply ($80.98 @ Newegg)
Total: $1138.85
