Question 3950x stuck at 3.69ghz

My 3950x doesn't boost higher than 3699mhz no matter how low the temps are or how short the workload is. I've already enabled PBO in the bios so does anyone have any idea what the problem is?

Mobo: Crosshair Hero VII X570
RAM: 64GB Trident Z neo
GPU: GTX 1080ti
PSU: EVGA 1000w Supernova G3

Also Cinebench/firestrike scores are (if a bit on the low side) still acceptable, I'd just like see if I can squeeze out a bit more performance from the system since I still have some thermal headroom.

Motherboard not right... The X570 Crosshair hero should be VIII not VII... If it is the VII, it's the X470 board. If it is the X470 board, did you upgrade to the latest BIOS? Also, what type and speed is your RAM? Try and reset the BIOS to the optimum default settings after updating it.
