Hey guys, if I buy 2 of the same pwm fans can I connect them using a cable to one 4pin port? So they act as one both at the exact rate and speed?

Yes. And it is best if they are a matched pair of identical fans. Also, get a splitter that has the feedback pin missing from one of the connectors. That way, only one fan will send RPM data. Otherwise it can confuse the BIOS and you may not get an accurate feedback.

Not exactly. That will depend on the motherboard. Most boards with 4 pin (PWM) fan headers won't allow auto control of 3 pin fans. They will run at full speed all the time. Some boards will allow manual control of 3 wire fans. And a few will allow auto control, but they are few. You'll have to see what your board's BIOS offers in that regard.
