As I said in the description, I would like for it to have a hot-swap bay built in.

I'm sorry to tell you that at your price range, you will not be able to find a hot-swap bay. Hot-swap bays are usually on cases over 100$.
You can find cases with decent cable management but you will not find GREAT cable management for your price.
There are decent cases for 60$ but you can't really be picky at that price range.

The 300R has internal hot swap bays, that is the best you will do for the price.

I have the 300R and it's a brilliant case, great cooling, space and cable management. The hotswap bays are internal but are very good. A case at the price you're looking for with external hotswap bays is impossible to find.
The 300R for $80 is brilliant, I paid £70 for mine and was worth every penny.
