Question 40% memory usage when browsing chrome and 100% when gaming. Please help.

So I never had memory issues when gaming for the past 6 years of having my gaming PC. However I recently upgraded my GPU and since then my memory usage has just sky rocketed constantly. Whenever I begin to play a game even on the menu task manager shows memory to be at 100%, this is effecting how my games run and making it impossible to enjoy my new card.
Full PC specs:

• CPU: i7 8700k 3.2GHz
• GPU: RTX 3070 8GB
• RAM: 16GB
• PSU: Corsair VS650
• Motherboard: ROG STRIX Z370-G GAMING

Have tried enabling XMP but my BIOS won't allow it so not an option.

what about resource monitor? see what is using the ram?
is only 1 stick? it running single channel

Resource Monitor shows that the RAM is being used by the game itself. I have two sticks each 8GB. It is running single channel mode.
