I have found this awesome $400 pre-build, but is it worth it?

CPU: AMD x4 860k
MOBO: A68HM
RAM: 8GB DDR3
GPU: GTX 950 DDR5 2GB
HDD: 1Tb SataIII
PSU: ATX 400w PFC Silent
Case: ATX Midi Tower

And yes I have considered building my own but I think that this PC has a far better value than a custom-built. And also what are the upgrade paths for the future?

Not really any upgrade path that worth it,at this budget the only cpu+mobo combo that has an upgrade is a 1151 pentium g,which is worse in gaming that any current athlon x4.But this prebuild pc its not vfm either, its psu is no named propably of low quality and the motherboard is the lowest possible.Better to build your own pc.

Not too bad, but with the price comes sacrifices in build quality. The power supply, which you could consider the heart of your systeem, is low quality. ''Hopefully'' it will last 2-3 years is something you probably don't want to hear.

You need a Windows copy included or not?

That's the problem. I don't know which stores ship to my country (Malta). However Newegg is not bad because they ship to Poland and I have good priced shipping from there.

Is this a new system? For the money you can't do much better, but you will likely need to replace the power supply since most pre-builds use horrible ones to save on cost and nothing will really play past Medium for newer games.

Considering the operating system is $100, the GTX 950 is $120-130, for $400 that is not bad.

You can build a much better system, but it will cost you. If you want to use the system for AAA titles for a few years, you may want to save up to $600-700 and get the parts for a system so you can get an i5 CPU and a GTX 1060 card.

Actually the OS is not included. And for $400 I've found another custom build which has the same CPU and an RX 460. I don't know what to do?

The 460 is slower than the GTX 950. Unless you can increase your budget nothing else you can do, you just won't have a very good gaming system for games past low settings because of the CPU. The GTX 950 with an Intel CPU is better, even the i3-6100 will be better in games.

Hmm... Actually, I'll wait until October to see whether the new AMD Zen CPU is any good and I'll decide then.
