I'm running:
CPU: 1100t phenom
GPU: 10603gb(250 at time of purchase)(forced to buy because of hardware failure.)
RAM: 32gb 1600mhz ram(8gbx4)

Would this work in this system?

Can't afford anything newer. But this might be cheap enough to get diablo 4 working and past the out of memory problem.

Edit: NVM, I thought it said 107.99 dollars. But it's out of stock. Edit: Actually 299.99 after asking for price.

How old is this PSU?

In all seriousness, I wouldn't drop an RTX4060 in a system that old, you're practically flushing money down the drain since your platform won't be able to take advantage of the GPU. I would advise you go for a platform swap, in fact something that's maybe from 2022 but you can build a reasonable system with AM4 as well.
 
Some games are graphics limited like fast action shooters.
Others are cpu core speed limited like strategy, sims, and mmo.
Multiplayer tends to like many threads.

You need to find out which.

To help clarify your CPU/GPU options, run this test:

Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

I suspect that your cpu is too weak to do much good.
Games depend primarily on the performance of the single master thread.
Run the cpu-Z bench for your phenom II 1100t and look at the single thread rating.

It has been the opinion of many of the reviewers that there are far better choices in the market instead of the 4060. I tend to agree with the post above that a platform refresh in needed before going to such a newer card.
The google reference said it was only 107.99 and unfortunately it's 299.99. I was assuming it was worth it at that price point. I'm currently trying to play Diablo 4 on linux and I get the out of memory problem. I was hoping this would help.

Side note: It worked find for season 1, but now it doesn't so I assume it's a software problem mostly. But If I could get that card cheap I'm assuming it might have alleviated the problem. I'm also assuming I will need to wait for the 5060 or 6060 cards to get a good replacement at near 100 dollars or less. And then I will need to potentially build a new system. Hopefully for equally cheap.
