Question 4060 is underperforming after re-seating and cleaning ?

i noticed some performance drops in my GPU. In FH5 for example my FPS went from 120 to 60-80 with some stutters.

I tried the 3D Mark demo and It said that my results where average for my pc and GPU-Z detects all the pins correctly.

It's worth saying that It isn't the First time this GPU was underperforming and the issue was even worse. I fixed It by changing the power setting in the control panel but this time it didn't fix it altough the issue seems to be less severe now.

I tried testing FN and the FPS for my GPU where good so the issue seems limited to FH5 altough this performance loss right after cleaning and re seating the gpu worries me for potential damage.

I also tried Heaven Benchmark and got 114 FPS and scored 2880 in Extreme 1080p
Could this be a software issue or its almots cenranlty related to my hardware?
 
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Use DDU to remove all GPU drivers(Intel, AMD and Nvidia) in Safe Mode, then manually install the latest GPU driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator.

I already done that but nothing changed.
