Question 4070ti super not fully being used

Why is my GPU not nearly close to 100 percent usage with every game I play? My GPU dedicated memory is also at 15.7 close to 16. and GPU memory at 15g out of 32. I do not know why it is like this. My specs are ryzen 7 5800x, 750w psu, 32gb ddr4 ram, 2tb SSD, liquid cooler for CPU.

It all depends on the game and your monitors resolution and refresh rate.

Without knowing all of that we can't even say anything is not normal.

I have a 1080 monitor that runs 240hz and its for every game

The 5800X is not going to allow you to get high frame rates at 1080p if that's what you're looking for. Your CPU dictates the maximum frame rate you're capable of getting so once you hit that threshold it doesn't matter how good of a video card you have you're not going to get higher.

Your overall CPU usage doesn't mean anything at all when it comes to games. If you look at individual cores you'll likely see 1-2 being maxed out which is where the bottleneck comes from.

I think you should start looking at 2k-4k monitor and maybe your GPU will get more useage

It is worth noting that your CPU can only put out so many frames. Changing the resolution will defo make your GPU work harder but your CPU will still be maxed out and whatever FPS you get will not increase. In fact, depending on what resolution you go to and what game you are playing you could experience less FPS due to the extra demands on the GPU although at 1440p you might stay consistent. a 4070 ti super is much more of a 1440p / 4k GPU really.

like for some games it's stable but the usage is not all there I think they are right about the cores on my CPU being maxed out and my GPU is just kinda stuck at like 50ish percent
