Is a 450W power supply enough for a 9060XT, nominally rated at 160W, where the CPU is a 65W Ryzen 2700?

I would be swapping out a 1060 6GB, which was nominally rated at 120W. Hopefully an extra 40W is okay.

(I will later do a larger upgrade for the CPU and other system components.)

1440p gaming, not the more demanding titles (I think)

Thanks!

Wattage isn't the only thing you look at in a PSU, you should look at the build quality. A good quality 450W is miles different than a no-name 450W unit. That being said, what is the make and model of the PSU? If the PSU's currently in your build, what is it's age and what did it power throughout it's tenure?

On second thoughts, please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

From a combination of memory and what I have easy access to:

CPU: Ryzen 2700 (65W)
CPU cooler: Came with the CPU
Motherboard: mini-ITX, Biostar I believe (not sure the last time I updated the BIOS)
Ram: 16GB DDR4
SSD/HDD: 3 SSDs: 1x 2.5" WD 2TB, 1x Crucial 2.5" 1TB, Don't remember the model of the M2280 installed on the motherboard
GPU: Presently: ECS 1060 GB
PSU: Silverstone 450W SFF (ST45SF) purchased in 2018
Chassis: Silverstone SG05 (SFF)
OS: Windows 10 (may update to Windows 11 later this year)
Monitor: LG 1440p

A 9060 XT might work fine with your current power supply, but I'd say you really want minimum 500-550 watt to be safe and not have issues with sudden system shut offs. Under gaming loads you would probably see 300-350 total system power draw with the 9060 XT.

You also have limited options for newer graphics cards because of your cases size restrictions. The only 9060 XT model I found that will fit your case is this Power Color https://www.powercolor.com/product-detail248.htm

You're going to need a new power supply if you decide to upgrade the CPU with higher than 65watt TDP. The 5700x, which has a 65watt TDP, is pretty much the best drop-in CPU upgrade you can use without upgrading to a whole new motherboard platform, and still use the current power supply with a new 9060 XT.
