47" vizio led tv

I put in a new power supply board and still am getting a complete black screen. I tested it with multi meter and there isnt any 24v 12v or 18v going out of it. the 24v goes out to the board on side of tv. the 12v and 18v go to the main board????

What made you decide the power supply needed to be replaced?

I am guessing the TV turns on, with no picture. Does it make sound?
