i7-4790k + maximus vii ranger
vs
i5-4690 + asus b85-pro gamer

getting the i7 and ranger so that OC ready in future use mostly be used on gaming and watching movies.

i5 since not going to oc at the moment and the most budget mobo with some gaming features from ranger.

since the new trend is x99+ddr4.

Solution
I suggest the i5 then.
It's performance will be the same as the i7 on current games, and most likely that will remain that way on near future games.
The i7 is only recommended if you will be editing video, streaming while playing, or doing some CPU intensive rendering tasks.
Will you use it for gming?
If yes, then you should probably get the 4690k.
For gaming, even near future games apparently, it will perform the same as the 4790k. For far future games, both the 4690k and the 4790k will be obsolete. So, i suggest you just get the i5-4690k.

Yes purely gaming, and sometimes watching HD movies on a 1080p 60hz single monitor.

Solution
Games use only a few threads. Most games use 1 or 2 threads, and up to 4 threads if it's a very well threaded game.
Even when using more than 2 threads, the rest of them tend to be less used than the main thread(s).
There is almost no game that efficiently uses more than 4 threads.
