Thats just not that black and white and "depends" on many variables.
I personally have some data to offer the OP because i have run 1070 sli @4K and sure while its clearly not as a clear cut no brainer decision when compared to 2 970s vs a 980 (same price better performance) well it all comes down to one thing and thats sli support.
For games that offer support for sli well the 1070s DO in fact hold 60 fps and n "nice settings" which is contrary to what the best solution offered.
Im telling you from first hand exp.
But here is something anyone can pull up which again tells a different story than what that guy said.
Shadows of modor 74 fps average
Alien iso 132 fps average
Metro last light 72 fps average
GTAV 77 fps average
Star wars BF 91 fps average
Dirt Rally 76 fps average
Mirrors Edge 62 fps average
ROTR 60 fps average
Now of course they are many games that it does NOT hit hold 60 BUT as you can see some games clearly do.

Scales better is the simple answer, one card usually does.
1070 sli does overtake with certain titles but yes TXP clearly wins with most games, but its also considerably more than 2 1070.
Most of this comes down to budget, what you can spend and are willing to spend and the bar you set in terms of the expectancy as far as gains are concerned.

Someone else keeps dragging the 980ti into the equation, even linked a video.. Hes NOT asking about a 980ti, yes we get it you are smarter than us because you didnt buy a card that had unreasonable gains to cost ratio, yes we get it ,BUT many people dont own a 980ti and are buying a card for the first time or wanting to upgrade from a 970 (which is the most popular/bought card last gen) and in that case the 1070 is a much better option and for obvious reasons including 2GB more vram (which comes into play if wanting to play at high res with high textures blah blah) BUT what people often leave off the table is how much the 980ti was at launch.
They are quick to talk about price factors when it comes to "not worth the upgrade" and while i might agree that is reasonable if one owns a 980ti well for the ROW (rest of the world) who doesnt own a 10 series , titan or 980 ti already well the 1070 is more appealing in every sense and some would say that same for the 1080.
I myself would not feel comfortable recommending 2 1070s due to hit or miss sli support and the fact that of course nvidia does NOT want us to have cheaper solutions to obtaining better performance
BUT if you already own one and can pick up another for a good price point well i say go for it so as long as you can afford it because you will lose very little if you end up having buyers regret and of course if you buy evga they have an upgrade program which is great and so doesnt Microcenter = nothing to lose really, you only live once dude.. Maybe my biggest flaw i that i stopped playing everything safe and buy the numbers but lets just say i feel much less buyer regret and indecisive limbo since.
Worst case = Sell both cards, which will retain value btw, recoup most of investment and be able to pick up a 1080ti if you chose and if you go with evga they offer an upgrade program so again its not that cut and dry, very situational and like i said "it depends"..
I am a lurker, dont comment much on here BUT because i have nothing better to do with my time and an abundance of it well i have found myself jumping down the rabbit hole of buying gpus just for the sake of looking at numbers and then trying to provide them with zero agenda, loyalty or commitment to any brand or logo.
I am only commenting because i have exp with 1070 ftw sli and highly disagree that you wont be able to hold 60 fps with nice settings as thats not true just as your able to play every game at ultra 60 fps 4k as im not saying that either.. it all comes down to sli support, for games that offer it well again Yes you can.
Its just a matter of "is that list of games big enough"
There are plenty of games, many non AAA games, that are NOT on that list btw
If people dont like that im going against the grain or what i said well dont worry i wont be replying or commenting anytime soon.
btw NOBODY including me knows what the future holds, i have always found it best not to make decisions based on theory or trying to predict the curve.\
Best to wait and have Raw data before coming to any conclusion, most of this comes down to support and thats the most important question is if we will see more of it (sli support) in the near future.
