I recently bought a 4k resolution 55 inch Vizio smart tv. Works perfectly fine except that it seems that when it is connected to my computer that the frame rate for both movies and games gets capped to 30. I have a Radeon r9 290 graphics card and I have tried using both high speed hdmi cables and a display port to hdmi adapter. Both still had a 30 fps cap. The hdmi is going in the best port into the TV that it can. I'm not sure what the problem is or how to fix it. I've used fraps to confirm that the fps is capped at 30 and if I were to use something like a flash drive straight to the TV to play a movie, I would get 60+ fps

That's because Radeon cards don't support HDMI 2.0, which is needed for full 4k 4:4:4 resolution, and that is probably the only 60hz port on the TV. There are no displayport to hdmi 2.0 adapters yet. Displayport can do 4k@60, but the TV doesn't have displayport. Even AMD's latest Fury doesn't support 2.0.

TLDR; buy a newer Nvidia card as they support HDMI 2.0.

As said the HDMI 2.0 port on the TV supports 60Hz but the GPU requires a DP to HDMI 2.0 adapter to support 60FPS.

But remember this, that GPU will most likely not get 60FPS in most games unless on lower settings. It is a good GPU but 4K is a lot of stress, even the top end GPUs (Fury X and 980Ti) struggle to get a consistent 60FPS at 4K maxed out.
