4K Samsung monitor black screen after booting up.

So I haven't had any problems with this monitor until I decided to boot up Fallout 2 out of boredom. Suddenly the screen goes black and I can faintly see the desktop at the very top of the screen. I have no choice but to reboot, but after the Windows logo pops up and it's supposed to be loading the login screen, it goes black and my monitor's light starts blinking. I plugged the computer into an Xbox and a 1080p TV and it displays fine. I also connected the Xbox to the monitor and it also displays fine. The PC and the monitor just won't work together for some reason. I suspect it has something to do with booting up such an old game with an ancient resolution on a 4k monitor, but I have no idea what to do. Any help would be appreciated.

Take the gpu out, if it work with the igpu, it probably the gpu or psu.
