This is my first time trying 4K,

My tv is a LG 55inch 4K display 100hz (55UH652T)

Pc specs
Intel i7 6700k
460gb Samsung evo ssd
1tb harddrive
GTX 1070

Using the HDMI 1.4 cable

The problem is even if the resolution is set to native 4K or simply change it to 1080p which yes tv upscales it to make the image better.

But it gives me like horizontal lines or tearing only when such as u move the camera around for say dying light and Gta v

Fps is around 40- 60 fps, vsync is on

I know I'm ment to be using a HDMI 2.0 cable but as they arnt very cheap wanted to do so research into the problem.

Is there any solutions to the problem or ?

hdmi cables can be funny, even expensive ones. a lot of "1.4" cables work on hdmi 2. but i'm not sure that is your problem.
you should first test to make sure that your tv settings and hdmi cable areworking for 4k 60hz 4:4:4 - http://www.geeks3d.com/20141203/how-to-quickly-check-the-chroma-subsampling-used-with-your-4k-uhd-tv/

v-sync tries to lock in the fps to the framerate of the screen, if you can't run a game at the frame rate v sync can't save it from tearing the entire time. try it lowering the graphics settings. it is hard to crack 60hz/fps in 4k.
