4K TV Stuck at 30HZ

So I have a Samsung 65 Inch 4K TV that I just got and it's currently stuck at 30Hz and cannot go higher.
I have a R9 390 which I know I cannot use HDMI 2.0 on since my 390 doesn't support it so I got a Display Port 1.2 to HDMI 2.0 and a HDMI 2.0 Cable and it's still not working at all. I've uninstalled the AMD Drivers and reinstalled and still hasn't worked. I've turned on PC mode on my TV and enabled UHD mode but still nothing.

To accept a high bandwidth signal such as 4k @ 60Hz @ 4:4:4, it is necessary to enable 'HDMI UHD Color'. This is only possible on HDMI1. Change the input label to 'PC' to accurately display chroma subsampling for PC use. If this isnt working my guess is its something to do with the convertor

So tried the original cable that didn't work, I have a Zline Designs HDMI cable and that didn't work, and just tried my Xbox One HDMI Cable and that didn't work. I have another one but I doubt this one is any good got it for like 2 bucks on eBay a long time ago.

So um I started an update for AMD you know maybe that would help, and after it updated my two other monitors including my TV aren't working :/ Just shows my primary on my computer.
