4K TV Stuck at 30HZ

So I have a Samsung 65 Inch 4K TV that I just got and it's currently stuck at 30Hz and cannot go higher.
I have a R9 390 which I know I cannot use HDMI 2.0 on since my 390 doesn't support it so I got a Display Port 1.2 to HDMI 2.0 and a HDMI 2.0 Cable and it's still not working at all. I've uninstalled the AMD Drivers and reinstalled and still hasn't worked. I've turned on PC mode on my TV and enabled UHD mode but still nothing.

Nevermind, tested out the 60Hz on a ton of different options and it's still at 30Hz even though it says 60Hz in the Windows display settings. I'm at a lost and don't know what to do but I did find this.

Pretty recent to I wonder if that's the problem.
