Question 4k Youtube video lag

Recently, i updated my intel hd graphics 620 using HP Support Assistant. However, after i updated watching 4k video become extremely (previously working fine even in 8k), i tried to reinstall the older driver but the probelem still it seems like VP9 is not working while watching 4k video the cpu usage is high but for GPU is low, Anyone can help me?
Here is my spec
HP 14-ck0100tu
Cpu: Intel core i3 7020u
RAM: 12GB DDR4 2133
SSD: GALAX GAMER L 480GB
OS: WINDOWS 10 1903
INTEL HD GRAPHICS DRIVER VERSION:25.20.100.6577

open task manager -> performance tab-> GPU
check Video Decode if its being used
try with another browser if theres no usage

if theres no change, reinstall older driver which worked, feel free to contact intel support
