Question 5:4 vs 4:3 aspect ratio? [HELP NEEDEd]<3

hope someone can explains this to me i play csgo with 640x480 blackbars.
so i my old monitor was a (viseo 190w) with black bars on the sides.
but my new monitor replacement is a Samsung SyncMaster 943n which is 4:3 or 5:3 and i cant find anywhere i can confirm its true aspect ratio .
i cant figure out if the image is streched to the sides but my Syncmaster 943n image scaling or what it is called. The csgo game image it self is 37,6 cm width and 28.3 height.
And it has like black bars and the top and buttom .
does it mean its 4:3 aspect? when playing csgo?
hope someone can help me with this .

i tend to use alot of hours to figure this kind of stuff out

Your monitor has max resolution of 1280 x 1024 @ 75hz with a 4:3 aspect ratio.

someone on linustechtips forum says its 5:4 aspect and the native resolution is 1280x1024.
. but i play csgo 4:3 aspect ratio res 640x480, but it has black bars at the buttom and top of the screen :/ ? <3 is that suppose to be? or ? <3

4:3 resolution(640x480)it have black bars at buttom and top but not the sides? on a 5:4 monitor resolution(native 1280x1024)?
