Sounds like you should consider putting more fans in your case and as well as an aftermarket CPU cooler. What case do you have?
If possible, have an exhaust fan on the side of the case (next to GPU) as well as an exhaust fan for the back of the case or the top.

As far as aftermarket coolers, you can't go too wrong (especially with air-cooled ones). I have a Coolermaster TX3 and it keeps my i5 4690 at <45 degrees at all times. I would first put in a few fans and if your temps are still high, consider a CPU cooler.

im using this gel. its cheap actually. Is that the issue? http://eu.coolermaster.com/en/cooling/thermal-compound/mastergel/

nd once i applied the gel, i removed the cooler to see if its spread properly, is that ok or should i just apply the gel for seal it once and for all. please help this is my 1st built

So you installed stock cooler, removed it and reinstalled it again. Right?

Did you turn black push pins to previous orientation after removing the cooler?
When you don't do this and reinstall cooler, it results in loose contact between cooler and cpu.

Although the Intel stock coolers are alright, they hate high temperatures. I was having serious throttling on my i5 4690 during summer (similar temps to you down in Australia) and an aftermarket cooler helped heaps.
