Budget Range: $500-$600 which equates to somewhere around 25k-30k PHP(I'm from the Philippines)

System Usage from Most to Least Important: Gaming(highest setting as much a possible and 60fps), Surfing the internet, Streaming Videos.

Monitor Resolution: 19" I think.

Additional Comments: Optional but not necessary Not too power consumption hungry and not too noisy, if not an option don't push it 'cause I dont want to compromise price to performance ratio. I'd like to know the lifespan of PC as well.

Since you will be primarily gaming the gpu is your no.1 concern since it is gonna affect preformance the most, the i3 is a preatty good cpu and generally you should get too much bottlenecking

Is there any merit in choosing 4590 over 4460? The price difference is not that big of a deal, I was wondering on which is better over the two when we're talking about efficiency and which one will last longer without needing an upgrade. And with regard to those video cards I made some research and have not found any concrete choice between the two yet, talking about GTX960 and R9 380. For lack of a better term isn't a 4gb GPU an overkill, cause I don't even see the full 2gb with any of the games that's out there right now but you can correct me if I'm wrong. Better question is I think how many years will the 2gb gpu last, and the 4gb?

Processor: You won't notice any difference in game performance. The 4590 is slightly clocked higher. So, get whichever costs lower.

Video card: The R9 390 is slightly better option than GTX 960 within same price range i.e better deal.
It depends at what kind of settings & resolution you're going to play your game. You will need that 4GB VRAM for upcoming games even now.

I think you mean R9 380?
Well the GTX 960 vs R9 380 is a close call. The 380 card is old tech but nevertheless outperforms the GTX 960 card by enough to notice - However, while the Radeon card gets really hot and has bad OC potential and twice the power consumption. OC the Nvidia card and have same or above performance and Nvidia cards are generally better supported than Radeon.

It´s still a close call, and I wouldn´t say the Radeon card is a bad alternative.

NB. you do know GTX 960 comes with 4 GB ram as well yeah?

Then we're settled with the i5-4460 processor. I'm more comfortable with an NVIDIA gpu although I'm not comfortable OC'ing stuff 'cause I dont know how to do that and I might mess things up. I'm doing some research between these two if I'll be getting the 960 or 380, no clear crisp solution yet. I guess I probably look for some vods comparing these two side by side in an actual gameplay once I get home.
