Ultimate PC? Nope. Raise your budget and don't go for " upgrade later " you'll just end up spending more money, about $700 and you are good to go for 1080p 60fps.

best I could do for 500 and some change.. some room to upgrade to I7 later

You can build a 6th gen i5 with one RX 470/1050Ti and a decent power supply unit.

Acer Desktop Computer Aspire ATC-780-UR11 Intel Core i7 6th Gen 6700 (3.4 GHz) 16 GB DDR4 1 TB HDD Intel HD Graphics 530 Windows 10 Home 64-Bit http://www.newegg.com/Product/Product.aspx?Item=83-101-454

If I bought a prebuilt. And put a dedicated gpu in it would. I get better for less?

Worst option, I think.

Super shitty powersupply, shitty motherboard, bad case/airflow.
Better build it yourself and target quality parts, as other mentioned

Prebuilt PCs are no good for gaming, a pain in butt when upgrading, you might not even be able to change some parts.
Save up to like $700, you'll build a long lasting machine, trust me.
