My pc specs:
Rx 580 4gb
Ryzen 5 3600
16gb ddr4 266mhz

I had a 450W power supply that burned out. How many watts do I need? I have never overclocked and I don't plan on doing it.

Solution
550w would be ok.

I have no problem overprovisioning a PSU a bit. Say 20%.
It will allow for a stronger future graphics card upgrade.
It will run cooler, quieter, and more efficiently in the middle third of it's range.
A PSU will only use the wattage demanded of it, regardless of it's max capability.

Of more importance is that the psu should be of good quality.

I'd go 550W absolute minimum. 650W to be on the safe side.

Check this tier list...

And check this thread too:
