Solution
More or less compared to the GTX 1070? That's hard to say.

Currently the Titan Volta is rated at a 250W TDP. This is the same as the current Titan Xp, although the Volta is the more powerful video card.

If I were to guess, the Volta cards will consume either the same, or somewhat less, power than their 10xx equivalents, while providing greater performance.

However, that is only a guess. It's impossible to know for certain. That said, I think going with the 550w power supply gives you enough room for future upgrades probably to go to a video card of somewhere in the low 200s watt range of TDP rating, MAYBE 250w or so, but that depends on the components of the rest of your system. Example: If you are running many fans, multiple...

Where i live(Greece)the 550 costs 88 euros and the 650 costs 105 euros. If i buy from neweegg then i will have to pay customs_some xtra things.

Ok thank you.One last thing.Do you think that Nvidia's volta gpu will consume more or less power?

Their supposed to give a more powerfull card that uses less watts. So a card that gives better performance than the 1070 should use about the same watts or less.

Ok thank you:)Btw i found a nw Psu Corsair TX650M.Is it good?

Thanks for the help.1 question. Will a rm 550 do its job?Cuz rmx 650 costs 15-20 euros more than the Rmx 550 and my only 2 options are. 1)get an RMX 550 or get EVGA GQV2 65080+Gold BUT i dont know if its trustworthyor not. Can you help me?
