Question 5600X3D Not Boosting

Hi,

Recently upgraded my PC because my old motherboard was faulty (dead dimm slots) ended up getting the new 5600X3D and everything's been fairly good so far. I noticed that the clock speeds haven't been going past anything 3500GHz so I checked my bios and noticed the CPU core clock was set at 35.00, so I set it to 44.00 and it started to boost but getting fairly hot temps (stable 90 C) during Cinebench. The cinebench results were around a 2000 point difference, scoring a 10432 with clock set to 44.00 and 8759 with the clock set at 35.00. Not sure how much of a difference that would net me in game so if someone could mention a rough estimate that would be nice.

Should I just set it to cpu clock to 44.00 and get the boost and run the CPU fairly hot at 90 degrees during loads? Also I'm coming from intel CPUs in the past and I know that in task manager it would say that the base speed is whatever the base speed is but it would still boost past that whenever it needed to; is there a way the CPU will boost normally to 4.4 ghz while still having task manager say the base speed is 3.5 GHz? Thanks for any and all help, full specs listed below.

Motherboard: ASUS TUF B550-Plus Wifi II
Memory: (4x8GB) G.Skill Ripjaws DDR4-3600
GPU: EVGA 2070 Super XC Gaming
Case: NZXT H510
PSU: Corsair RM750 80 Plus Gold
 
Additional notes:

CPU at most runs around 65 degrees at load when CPU clock is set to 35.00
BIOS is most recent, updated it yesterday and the bios update came out the day before.
Windows power plan set to high performance.
Have latest chipset drivers from AMD's website.
