Question 5700 XT FPS Issues in GTA V

So ive been having trouble with my 5700 xt since i got it back in december of last year. Particularly in GTA V i dont get near the performance i should.
Max fps is around 100 and i go as low as 50.
Things ive tried, DDU, New psu with 2 seperate cables not daisychained, upgrading to 8x2 kit from 8x1, all different drivers, nothing has helped much, using radeon chill and setting min fps.
Specs
Ryzen 5 2600@Stock (I get the same performance in gta @4ghz)
Rx 5700 XT
ASUS Prime b350-PLUS
EVGA 750-GA Supernova Gold
G.Skill Ripjaws 2x8gb@3000mhz

Temps on cpu never get above 60c same with gpu.

Edit- Settings i use are 1080p Very high settings with vsync off

Cpu temp doesnt go above 60 usage hovers around 30-40% while gpu stays essentially at idle.
Gpu stays at 700-1000mhz and only about 10-20% usage only drawing 50 watts generally. 100 watts is usally the most it will do, temps are fine,55c.
