Question 5700XT NEED HELP WITH FANS

Not sure when it started, or what caused it but the GPU runs at max fan speed
The first thing i did was reseat the GPU and the cables, then i did a clean(DDU), then i tried reinstalling with the Driver only(no AMD Software), still the same, next i tried to adjust it in Radeon soft but it didnt respond to auto or curve, and on manual it let me use values of 99% and 100% only
MSI Afterburner showed the same results, ignoring the auto and curve modes and manually let me go between 99% and 100%
Fan Control aplication had the same result, have not changed anything in the bios, was working fine before. In fact here it showed that it could not read the RPM of the fan even...

Just so you know, temps never go over 33C and has no problem when playing games, its just loud [redacted] and i cant do nothing..
No crashes, no black screens, cables look ok.

Another interesting thing is when i do the DDU and start the pc without the driver, its silent as could be, when i install it it goes back to 99% fans
Something feels like is locking the GPU at that rate...

Out of curiosity, are you reusing the drivers you had on your platform after running DDU or did you download the latest off of AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator?

Ideally you run DDU to remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode, then manually reinstall the latest GPU driver in an elevated command.

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Yes i tried older drivers and the newest from AMD, i did not use DDU in safe mode doe, but before i never had issues with that, might try this. But yea no app lets me controll the fan speed less than 99% or 100% but it shouldnt be maxed on temps bellow 40 anyways.

Il drop the rest of the specs and bios tomorrow as i went to sleep now. But its wierd because it was running with these specs and same bios before with no issue, and only thing that has happened is mybe auto update on windows or drivers. The card and the whole system runs the same, its just the RPM's that wont go down and cant be changed in any soft i tried.
