5850 stuck at 400MHz

So I've been playing BF3 recently and my FPS will drop to 26 alot of the time, my brother and I have the exact same system and he doesn't lag. When I ran GPU-z and played the game, I noticed my CPU Core Clock was at 400MHz, but my brothers will go up to 725MHz. Why is my core clocked "capped" and how can i uncap it?

I have a: XFX ATI/AMD HD5850 1GB GDDR5

you wouldn't have a web browser open with flash on it, would you? (like youtube on something) Older versions of flash set the gpu to use the 'media-clocks' defined in the cards bios, no matter what else was running at the same time. The current version of flash will let the card throttle all the way up to the max 3d clocks when 3d load is detected. So update your flash. (or close the browser)

I did update flash, still does it. It's not a big deal, but sometimes i like to watch a video, or a stream while playing a game, having my GPU capped at 400MHz just doesn't sit well with me.
