Question 60+ FPS, but not even close to a smooth gameplay

Hello everyone,

So I've had this issue for a while now and to be fair I am running out of ideas. All games run on 60+ FPS, but the gameplay itself feels like it's 30 FPS, especially in smokey areas. Some games also have a lot of frametime spikes, it's unbearable.

My Specs are:
OS: Windows 11 Home 64-bit
CPU: Intel Core i5 10400 @ 2.90GHz (30-32°C Idle - 66-69°C while gaming)
RAM: 16.0GB Dual-Channel DDR4 @ 1330MHz (16-18-18-36) - XMP enabled
MOBO: ASUSTeK COMPUTER INC. PRIME H510M-K (LGA1200)
GPU: NVIDIA GeForce RTX 3060 12GB (42°C Idle - 67-69°C while gaming)
SSD: 465GB KINGSTON SNV2S500G

PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

What games are being played when the FPS feels slow?

Use Task Manager and Resource Monitor to observe system performance while gaming. Play in and out of smoky areas to look for performance differences.

Use both tools but only one tool at a time.

Objective being to discover some system change that corresponds to the slower feel of gameplay.

What Ralston18 said. Particularly games and what resolution you play? Also PSU.

If you're trying to push modern games, the reason may well be your GPU and CPU, neither of which is very powerfull. If you're trying to play the latest games at 1440p at Ultra settings then i would expect you to get fps drops.

You say you had the issue for a while. When did it start? Anything you did, like driver update or similar?

The PSU is Zeus Zus-700 (700W), it's new, a month old, as well as the rest of the PC parts.
Hitman 2016, Skyrim, Metro 2033 and Last Light (I was not even using the PhysX effects) Batman Arkham Series are stuttering like hell. Some games works better then the others, like God of War, it's not perfect, but it's playable, Shadow of War as well. Those are the games I've tested the most so far. Can't find anything unusual in the Task Manager. Oh, also, the monitor is PRO MP243, running at 75hz.

I am running all of my games at 1080P, High settings, I never push Ultra, even though I could max out most of these games. Tried older games as well, Resident Evil 5 and 6, over 120 FPS, but feels like it's locked at 30.

EDIT: Had the issue on the previous PC as well, that's why I bought a new one after all. Changed legit everything, from cables to ethernet router, nothing worked.
