60 FPS but not smooth.

Hi guys. I got a problem with the game. I run witcher 3 on stable 60 fps but despite that game doesn't seem to be smooth. I'd appreciate any advice :) You can see that on the video I made (watch in 1080p). Im gently moving mouse to left and right and it should be smooth, but it's nat. I got vsync off and fps limit to 60 but if I change to unlimited frame rate it doesnt help at all.

CPU: i5-3570
GPU: GTX 970
GOODRAM 8GB DDR3
 


Yea i've tried. It looks the same. Can it be HDD problem? Cuz when i played half year ago i had different hdd. Now i got WD 1TB 7200obr. 64MB BLUE. But i don't think it's HDD causing this.
 
When I lowered mouse sensitivity a little it looks better but still didn't absolutely solve the issue. Generally mouse itself is fine i've tried before on 3 different mice. How about monitor?
 
To be fair, 60FPS isn't smooth to begin with. Aside from my elitist comment, have you tried other games to see if there's an issue? Also, check your refresh rate in the Nvidia control panel. I'm assuming you have a 60Hz panel, but is it set to 60Hz in the Nvidia control panel? If it's set to 30, then there's your problem. Additionally, turning off v-sync will result in screen tearing if your FPS surpasses 60, so the screen tearing itself may make things feel "unsmooth."
 


Now why did I not think about the Nvidia Control Panel?
Oh right, probably cos I don't have issues :)

It's set to 60Hz and its not a screen tearing. It seems more like little jumps from frame to frame.
