From the parts you picked you have a good budget build, I would recommend a few changes,
The motherboard you picked is a very old chipset which doesn't include usb 3.0 or SATA 6Gb/s
For an extra 15 you can upgrade from A55 to A78, which gives an extra 2 SATA ports and 4 USB 3.0 ports

The fans look like a decision based on looks since you are spending 10% of your budget on them though that seems a waste,
I would take the money for the fans and put it towards an inexpensive SSD for a boot drive

Going this route you can add fans later if you want but you get better core components which are much more costly to upgrade later
