60fps looks like 30fps but says 60fps

When I try to play Factorio, I get a constant 60fps/ups and 60fps in nvidia. However, the game looks choppy and plays as if it is 30fps. Is there anyway to fix this? I do not experience this in other games such as Six Siege and CSGO

I have also reinstalled windows and I have the game installed on my ssd

i5 7400
Asus 1060 3gb
8gb ram

It probably your monitors refresh rate if anything.

What is your refresh rate if it's 30 you only get 30fps basically
