Solution
If you have an Ethernet cable, use that to hook the laptop straight to the router and then do another speed test. That will help determine if the issue resides with the wireless adapter or if it's a larger issue with the OS settings.

If you get fast speeds with the Ethernet cable, I imagine it's probably a driver issue with the wireless adapter. In that case, open Device Manager, find your wireless adapter in the list of devices, and uninstall it (don't just roll back to a previous version). When it uninstalls, reboot the computer and let Windows find the device and install a driver for it. If the driver that Windows installs does not bring things back to normal (or if Windows can't find a driver), install the latest drivers again that...
Were you using this same PC before the Windows upgrade with no download speed issues? What version of Windows were you using previously? And am I reading correctly that other computers on the network are not experiencing any download speed issues?

The first two things I would recommend trying are:
1. Insert the wireless adapter into another USB port to make sure the issue is not related to a particular port.
2. Reboot into Safe Mode with Networking. If your internet speed is normal in Safe Mode, then a particular application or driver is probably causing the issue.

Yes I was using this same PC with no issues before upgrade
I was using Windows 7 32 Bit

Every other PC on the network has no issue

Tried changing USB ports with the adapter, still same problem

Going to try safe mode now, and I will post the result
