I just got a 6420 and when running cpu-z it shows the core speed and multiplier as a variable. What i mean is that at time it'll be core speed of 1592.8 and multiplier of 6x and then at time it jumps to Core speed 2123 and multiplier of 8x.

Is this normal? or is there a setting on my Biostar (i know i know) g31-m7 TE version 6.3 that can change it

It is a power save function... The CPU idles down the multiplier and core speed drop but when you give it something to do, it'll jump back up to stock speeds.

You should be able to go into your BIOS and turn off the power save function, which will keep the CPU running at stock speeds all of the time.
