Question 64GB RAM installed but only 32GB usable ?

If working, then good on you. Just be aware you could have issues later, especially if you try to increase the speed of the memory beyond the default speed. I would not enable XMP to ensure maximum stability.

Note, the memory appears to be running in single channel mode. No a showstopper, but less than optimal.
i dont mind the memory speed staying at 2133 mhz i just need both of them to show in my windows as of now its only on cpu z

Windows won't use it unless it can get SPD information from it.

Google:
"The SPD (Serial Presence Detect) chip on a memory module is an additional chip holding 128Hex bytes of information about the module. This identifies the module to the BIOS during POST so the Motherboard knows its characteristics and timings that can be used. This was introduced at the same time as SDRAM."
