Solution
The VS650 isn't a great quality PSU known for longevity etc....

If you already have it, it's not going to blow up or anything. But if you're considering buying &/or can return it for something else, I'd suggest you do so.

650W itself is more than sufficient for that setup, as would 450-550W range units...... but quality is what matters.

Given a UK serial/variant, I assume you're located in the UK?
From what I can find, the VS650 is ~47quid on Amazon.

I'd be much more confident in a TX550M, but that'll push you up to ~60quid...

Or the CX550 at ~55

For an RX580 + R5 1600 though, if your budget is 47quid max, the CX450 would do in a pinch
Sufficient for running your proposed setup at stock speeds.... Wouldn't push overclocks on it, personally.

The CX450 is also ~47
