Thats recommended by the manufacturer, however often exceeds what it truly needs. They account for people using really bad power supplies in that number. The real number for an R9 290 is 650.

You may not believe it, but it most likely is caused by a defective GPU.
How hot does the GPU get? Did you add a high airflow 92mm rear exhaust fan? According to reviews, that GPU doesn't exhaust hot air from the case - you need to optimize the case's airflow. That inexpensive case is fine for an office PC, but it's far from ideal when using such a hot GPU.
At 85-90°C it definitely should work properly. If your card is the ASUS R9 290 DirectCU II OC, then I presume you are using performance mode; otherwise it would probably run at up to 94°C.
It's a very good quality and quiet case that never was designed for maximum GPU cooling. Try to find a review that includes actual GPU cooling performance, but a quiet case rarely provides ultimate cooling performance.
It hasn't been tested for cooling performance, but since it's larger than the S340, it should provide similar cooling performance (good for that type of case). You'll need to remove the middle cage and add a second front fan; adding one at top would also help. Could you explain why you'd rather get a new case than RMA the GPU? What GPU profile is configured?
