6600k and r9 390 or 4790k and r9 380

I'm working on helping a friend build a pc, and i'm not sure which of these two would be better combined.
He will be using it for youtube and streaming.

He is going to be using it for youtube and streaming, but he also needs it to play games, so i'm not sure what to tell him based on that.

Then 4790k + R9 380 would definitely be the best choice. Though, couldn't he get 6700k? It and 4790k shouldn't have that much price difference.

It has a $20 price difference for him, but the ddr4+motherboard for it costs a lot more than a z97 version. The reason he thought about the 6600k in that is because he chose a lower end motherboard, but with a 6700k he would get a higher end motherboard but it takes him out of his budget of 1.3k.

You can have lower end motherboard with 6700k just as well though. Just because it is an i7, doesn't mean you need very high-end motherboard.
