[SOLVED] 6800xt DOA or Driver Issue?

I recently purchased a PC from Cyberpower so that I could get my hands on a 5900x and a 6800xt. When the machine arrived, I was immediately displeased as I was getting no signal from my gpu to my monitor. Also, the white LED on my motherboard (ASUS TUF Gaming X570-Plus (Wi-Fi)) is on suggesting that there is a VGA issue.

I have tried reseating the card, changing out the power cable, switching out ports in the PSU. No luck. I even had a friend install it in his PC with the same issue. I went ahead a started an RMA with Cyberpower as I was pretty confident that the gpu is just doa.
Anyone who has ever dealt with them knows that this is a pain in the a$$.

This is where I get confused.

Out of curiosity, I wanted to see if Windows would detect the gpu so I installed an old Radeon 5670 in my top PCI-e slot and the 6800xt in the bottom. To my surprise, it shows up in my Device Manager! Of course if I try to connect it to my monitor, I still get no signal. I went ahead and tried to install the Radeon drivers, but I get an error message saying that no AMD hardware has been detected.

Can anyone help me make sense of all this?

Subsequent boot attempts resulted in no signal. Once the bios screen presented (randomly) with a VGA not compatible error.

Have since flashed the bios to Beta 3402. Still nothing, just black screen. White light on VGA led

2 hours holding and 1 hour testing on phone they are sending another GPU.

How did you resolve this in the end?

Had to RMA the card. Ended up getting a 3080 due to 6800xt stock issues
